What to do if your RC smart card does not arrive

Last updated: October 2026

If your RC smart card has not arrived in Kerala, do not start by applying for a duplicate. First work out which stage you are at, because each stage has a different fix. Check your application status on Vahan: if it shows under process, or approved with no dispatch detail, the card has not entered the post yet and the registering RTO is your contact. If it shows dispatched, take the Speed Post consignment number from the status or dispatch SMS and track it on indiapost.gov.in. If tracking shows it returned undelivered, it goes back towards the sender, so contact the dispatching RTO about collecting it or getting it re-dispatched to a corrected address. Rule out one Kerala-specific possibility first: since October 2024 the Kerala MVD has been moving to digital-only DL and RC documents in phases, so for some newer applications there may be no physical card in the post at all. While you sort this out, the digital RC on DigiLocker or mParivahan is legally valid for traffic checks.

First, work out which stage you are at

What you seeWhat it usually meansWhat to do
Vahan status: under process, verification or approval pendingThe application is not finished, so no card has been printed or postedWait for the status to change. If it stays stuck well beyond the time the RTO counter indicated, visit the RTO with your application receipt
Approved, but no dispatch date or consignment number anywhereThe record is approved but no card stage is recorded, or no physical card is being issued for this applicationAsk the RTO for the dispatch detail. Also check DigiLocker and mParivahan: if the digital RC is live, your registration is complete even without a card
Dispatched, with a Speed Post consignment numberThe card is in the India Post networkTrack the 13-character consignment number on indiapost.gov.in and follow the tracking status, not the RTO
Tracking: delivery attempted, addressee not available, or held at the delivery officeThe postman could not hand it over, commonly because nobody was present or the address was hard to locateGo to the delivery post office named in the tracking with ID proof and the consignment number, and collect it or arrange the next attempt promptly, before it is returned
Tracking: returned to sender, undelivered, or no movement for many daysThe article could not be delivered and is on its way back, or it is stuck in the postal networkRaise an India Post complaint for a stuck article. For a returned article, contact the dispatching RTO, correct the address if needed, and ask about collection or re-dispatch
Tracking: delivered, but nobody at home received itIt may have been handed to a family member, neighbour or security, or the delivery record may be wrongCheck with everyone at the address first, then ask the delivery post office for the delivery detail, and file an India Post complaint if it still cannot be traced

The Kerala complication: there may be no card to wait for

In October 2024, news agency ANI reported a Kerala MVD decision to stop issuing printed driving licences and registration certificates and move fully to digital versions, in two phases: printed DLs first, then RC cards. Officials linked the move partly to printing delays and said a downloadable digital document, verifiable by QR code, made the printed card unnecessary. So for a recent Kerala application the right question is not only "where is my card" but "was a card ever going to be sent". Neither parivahan.gov.in nor mvd.kerala.gov.in could be read in this research session in October 2026, so this guide cannot confirm the exact position for your application type and date. The RTO that processed it can confirm it in one question, and your Vahan status is the record to check first.

Either way, you are not driving illegally while this is sorted out. Documents on DigiLocker and mParivahan are treated at par with the originals under the MoRTH advisory of 8 August 2018 and Rule 139 of the Central Motor Vehicle Rules, and Kerala Police Circular No. 25 of 2018 says the same for checks in Kerala. Our guide to downloading your RC from DigiLocker and mParivahan covers both routes step by step.

Steps: track down a dispatched RC card

  1. Check the application status on Vahan. On vahan.parivahan.gov.in, use Know Your Application Status with your application number, or Know Your Vehicle Details with the registration number, and note the stage shown. Our vehicle registration details check guide explains what that record shows.
  2. Get the consignment number. If the card was dispatched, the number is a 13-character India Post article number. Look in the Vahan status remarks, the dispatch SMS to your registered mobile, and your receipt. If none shows it, ask the dispatching RTO for it: Parivahan guidance for undelivered documents is to contact the RTO or transport department for the dispatch tracking number.
  3. Track it on indiapost.gov.in. Enter the consignment number in Track Consignment on the India Post site and read the latest scan, especially the delivery office name and any delivery-attempt remark.
  4. Act on the tracking status, not on guesswork. Delivery attempted: visit the delivery post office quickly with ID proof. No movement for many days: file a complaint on the India Post portal or call India Post toll-free customer care, 1800 266 6868, with the consignment number ready. Delivered but not received: check at home first, then the delivery post office.
  5. For a returned article, go back to the RTO. Take your application receipt, ID proof and tracking printout. Ask whether the card is held for collection, and if the address caused the return, get it corrected and ask for re-dispatch. Do not file a duplicate RC application at this point: the card exists and has an official location.
  6. If there is no dispatch at all, escalate at the RTO. Visit with the receipt and status screenshot and ask which stage is pending: approval, printing or dispatch. A file stuck before dispatch is an RTO problem, not a postal one, and India Post cannot help with it.

When a duplicate RC is, and is not, the answer

A duplicate RC is for a card that reached you and was then lost, stolen or damaged, not a shortcut for a card still in the postal system or sitting returned at an office. Only if the RTO confirms the dispatched card cannot be traced should you move to the duplicate route, and then ask what reason to state, so the application matches their record.

Frequently asked questions

How long should an RC smart card take to arrive in Kerala? No fixed Kerala delivery timeline could be verified on parivahan.gov.in or mvd.kerala.gov.in for this guide: both were unreachable at research time in October 2026. Delivery has two parts, RTO processing before dispatch and Speed Post transit after it, and only the second is visible on India Post tracking. Judge your case by the stage shown on Vahan, not by a number of days quoted in a guide.

Can I drive while the card has not arrived? Yes, with the digital RC. Download it on DigiLocker or mParivahan and show that at checks; it is treated at par with the physical card. Carry your application receipt as well during the first days after registration.

My address on the application was wrong. What happens to the card? Speed Post delivers to the address on the article, and an undeliverable article is returned to the sender. Correct the address with the RTO, since the same wrong address sits in your registration record, and ask about re-dispatch.

Tracking says delivered but I never got the card. Is it lost? Not necessarily. Check family members, neighbours and building security first, then ask the delivery post office for the delivery record against your consignment number, and file an India Post complaint if it cannot be traced. Only after the RTO accepts the card as untraceable does the duplicate RC route apply.

Fees and rules change without notice. Verify all fees and rules on parivahan.gov.in before applying, and treat the status shown on your own Vahan application record and India Post tracking as the final word on where your card is.
