How to download your RC from DigiLocker and mParivahan

Last updated: October 2026

The direct answer: you can download your Kerala vehicle Registration Certificate (RC) free, with no RTO visit, in two main ways: fetch it into DigiLocker under the Ministry of Road Transport and Highways, with your registration number and chassis number, or create a virtual RC in the official mParivahan app, with your registration number and the last five digits of the chassis and engine numbers. A third route, RC Print on Vahan via parivahan.gov.in, gives a printable PDF after an OTP check. Both app copies are treated at par with the physical card at a traffic check in Kerala, so set one up before you need it at the roadside. Driving licence routes are separate: see our guide to how to download a driving licence online in Kerala.

There is no download fee on any route. Only use digilocker.gov.in, the official apps, and parivahan.gov.in itself. Do not pay a third party site for a free government download, and check the publisher before installing: the official mParivahan app is published by the National Informatics Centre.

What you need first

You upload nothing for a basic download. The apps pull the existing Vahan record, so if the record itself is wrong, the correction has to happen at the RTO first.

Steps to fetch your RC in DigiLocker

  1. Sign in to DigiLocker. Open digilocker.gov.in or the app and sign in with your Aadhaar linked mobile and security PIN.
  2. Open Issued Documents and choose the option to get more issued documents.
  3. Choose the Ministry of Road Transport and Highways from the list of issuers.
  4. Select Registration of Vehicles, the document type for the RC.
  5. Enter the registration and chassis numbers exactly as on the physical RC, tick the consent box, and choose Get Document.
  6. Open and save the fetched RC. It appears in Issued Documents, pulled from Vahan. Check the owner name and validity dates, save the PDF for your records, and at a traffic stop show it from inside the app, not as a screenshot.

Steps to create a virtual RC in mParivahan

  1. Install the official app. Install NextGen mParivahan from the Play Store or App Store and register with your mobile number and OTP.
  2. Open the RC section and choose the option to create a virtual RC or add the vehicle to your dashboard.
  3. Enter the registration number exactly as on the plate and search.
  4. Enter the ownership check digits: the last five digits of the chassis and engine numbers from your physical RC. The app asks for these because the public lookup does not show them.
  5. Verify and save. Confirm the details shown and save the virtual RC to your dashboard. It opens from there next time, with a QR code an officer can scan to verify it.

The app and Vahan lookup also show registration date, class, fuel and validity dates. Our guide to how to check vehicle registration details online in Kerala explains that lookup.

Steps to print your RC from Vahan on Parivahan

  1. Open the official portal yourself. Type parivahan.gov.in into your browser; do not follow a download link sent by message.
  2. Open Vehicle Related Services from Online Services, select Kerala, and proceed to your RTO if asked.
  3. Log in or register where asked, creating an account with your mobile if needed.
  4. Open Download Document, then RC Print.
  5. Enter the registration number and chassis number exactly as on the RC and validate the details shown.
  6. Verify with the OTP sent to the registered mobile, then download or print the PDF.

One gap, stated plainly: parivahan.gov.in and mvd.kerala.gov.in were unreachable at research time in October 2026 (connection closed, no response), while digilocker.gov.in responded normally. Parivahan menu labels change, so follow the label closest to Download Document and RC Print, and treat the portal screens as final.

Is a digital RC valid at a traffic check in Kerala?

Yes, when shown the right way. A Ministry of Road Transport and Highways advisory dated 8 August 2018 (No. RT-11036/64/2017-MVL), reported by the Press Information Bureau on 9 August 2018, told all states that an RC or driving licence pulled through DigiLocker or mParivahan is recognised at par with the original under the Information Technology Act, 2000, and is valid under the Motor Vehicles Act, 1988. Rule 139 of the Central Motor Vehicles Rules, 1989 covers producing documents in electronic form. Kerala Police Circular No. 25 of 2018 instructs officers in Kerala to accept DigiLocker and mParivahan documents on the same basis.

A photo, scan or screenshot is not a fetched DigiLocker or mParivahan record and does not get the same treatment. Show the live document from inside the app, and keep the PDF for files and uploads.

Digital RC or duplicate RC: which one do you need?

A digital RC is a copy of the existing record. It is enough for a traffic check and most paperwork checks, but it does not replace a lost physical card for every purpose. If the smart card is lost, stolen or damaged and you need a physical replacement, that is a separate duplicate RC application, with its own official fee (Rs.150 for a two-wheeler, Rs.300 for a car, at half the registration fee), covered in our guide to duplicate RC fees in Kerala. If the record details are wrong, fix the record first: our guide to change of address in the RC in Kerala covers the Form 33 address route. Fetch a fresh digital copy only after the record updates.

If the download fails

ProblemLikely cause and fix
No record foundUsually a typo in the registration number: retype it without spaces, exactly as on the plate. A very new registration may not appear until the RTO releases the record, so wait and retry.
OTP never arrivesThe mobile registered in Vahan is old or different, and the OTP goes to that number only. Update the mobile on the vehicle record first, then retry.
Chassis number does not matchCheck the digits against the physical RC. In mParivahan, enter only the last five digits. One wrong character fails the check.
The RC shows the previous ownerThe transfer has not finished updating in Vahan. Complete it first, then fetch the RC again.
An older vehicle does not appearSome older vehicles were never fully digitised into Vahan. If retries fail, the registering RTO has to update the record first.

Fetch a fresh copy after any change. The saved copy reflects the record when you fetched it, so after a transfer, address change, hypothecation removal or fitness renewal, fetch the RC again so it carries the current details.

Frequently asked questions

Is downloading the RC from DigiLocker or mParivahan free?
Yes. No route charges for the download. Fees apply to RC services themselves, such as a duplicate card or a transfer, not to viewing the copy.

Can I show a screenshot or a photo of my RC at a check?
No. Legal acceptance covers the document shown live from inside DigiLocker or mParivahan. A screenshot is just an image, and an officer can refuse it.

I do not have the physical RC. Can I still download the digital RC?
Yes, if you have the registration and chassis details, also shown on the sale invoice and insurance policy, and access to the registered mobile for the OTP.

Does a digital RC work outside Kerala?
Yes. The MoRTH advisory went to all states and union territories, and the record is a national Vahan record, so a KL digital RC is to be accepted in other states on the same basis.

Portals and app screens change. Verify the current process on parivahan.gov.in and digilocker.gov.in: where any guide, including this one, differs from the live screen, the live screen applies.
