A learner licence in Kerala is valid for six months from the date of issue, and it works the same way across India. It is not renewed in the way a driving licence is renewed. The Licensing Related Fees page on parivahan.gov.in, checked for this post in October 2026, lists no separate learner licence renewal fee at all: it lists only the issue fee of Rs.150 per class of vehicle and a learner licence test fee of Rs.50. If your learner licence expires before you pass the driving test, you stop learning legally, and you get a fresh period by using the Expired Learner Licence Issue Again service on Sarathi Parivahan, paying the issue fee again for a new six-month licence.
| Stage | Rule |
|---|---|
| Learner licence issued | Valid for 6 months from the issue date printed on the licence (Form 3) |
| Earliest driving licence application | After holding the learner licence for at least 30 days |
| Driving test | Must be taken while the learner licence is still valid |
| Learner licence expired | No longer valid for learning or for the driving test; get it issued again or apply fresh |
Work backwards from the expiry date, not forwards from the issue date. A safer plan is to book the driving test in the second or third month, leaving time for a retest if you fail. Our guide to when to apply for a permanent driving licence after a learner permit in Kerala covers that 30-day wait and the test window in more detail.
This is where most confusion comes from, because three different words are used for the same recovery. Applicants and help pages often say renewal, Sarathi says issue again, and the fee table simply says issue. In substance, they point to the same outcome: the old licence is not extended by a renewal payment the way a driving licence is. Instead, a new learner licence is issued, linked to your expired learner licence number, with its own new six-month validity. Follow the Kerala flow on Sarathi for a Kerala licence.
If Sarathi does not accept your expired licence number, for example because the record is very old or the details do not match, the fallback is a completely fresh learner licence application, with the learner test again. The steps for a first application are in how to apply for learner licence online in Kerala, and the learner licence service page summarises the service.
Lead with the official fee. This table is from the Licensing Related Fees page on parivahan.gov.in, checked in October 2026. As noted above, that page lists no separate renewal or reissue fee for a learner licence.
| Fee item | Official amount |
|---|---|
| Issue of learner licence, per class of vehicle | Rs.150 |
| Learner licence test fee, or repeat test fee | Rs.50 |
For one class, that is Rs.200 at the learner stage. For two classes taken together, such as a motorcycle class and a car, the issue fee is charged per class, which is why Kerala applicants commonly see Rs.350 for two classes: Rs.150 twice, plus the Rs.50 test fee once. Treat the total Sarathi shows on your payment screen as final, because no separate Kerala-specific reissue charge could be verified on an official Kerala page for this post, and mvd.kerala.gov.in was unreachable at research time. If a driving school or agent helps you file, anything above the official components is their service charge: ask for an itemised quote before you pay.
Six months from the date of issue. The licence is valid across India during that period, under the learner conditions: supervision by a permanent licence holder and an L sign displayed on the vehicle.
There is no advance renewal that extends a live learner licence. The expected route is to finish the driving test within the six months. The issue-again service is for a licence that has already expired.
Parivahan lists no separate renewal fee. Issuing the licence again costs the issue fee from the official table: Rs.150 per class, plus the Rs.50 learner licence test fee. The total on your Sarathi payment screen is final.
No learner licence grace period could be verified on the official pages checked for this post. Treat the printed expiry date as the last day you can learn or test on that licence.
Plan on it. The driving licence application is tied to a valid learner licence, and the safe reading is that the 30 days run from the new licence's issue date. Follow the earliest test date Sarathi allows for your application rather than assuming the first licence's dates carry over.
No. Get the learner licence issued again first, hold it for the required period, and then apply and test while it is valid.
Fees and rules change without notice. Verify all fees and rules on parivahan.gov.in before applying, and treat the total shown on Sarathi for your application as the final amount to pay.
