You can apply for a permanent driving licence in Kerala only after holding your learner licence for at least 30 days, and only while it is still valid, which means within 180 days of issue. The Sarathi portal enforces this window: apply a day early and the system will not let you through. The rest of the process is familiar: file the application on sarathi.parivahan.gov.in, pay the fee, book a driving test slot and pass the test at your RTO. Current Sarathi fee guides list the driving test at Rs.300 per vehicle class and permanent licence issuance at Rs.200, but I could not open the live Parivahan fee page while researching, so treat the figure the portal shows at checkout as final.
The Motor Vehicles Rules require a 30-day gap between the issue of the learner licence and the application for a permanent licence. The purpose is straightforward: one month of supervised practice before anyone attempts the test. A few worked examples make the counting clear:
This is a minimum, not a recommendation. Most first-time riders in Kerala need several weeks of practice anyway, since the state is known for one of the toughest driving tests in India. Our guide to applying for a learner licence in Kerala covers the documents and fee you paid at the LL stage.
A learner licence is valid for six months from its date of issue. You must apply for the permanent licence within those 180 days. If the learner licence expires before you pass the test, you start the learner process again and the 30-day clock restarts. If you are nearing expiry and cannot get a test slot, our guide to booking driving test slots in Kerala explains what to do when slots show as full.
| Fee item | Amount |
|---|---|
| Driving test, per vehicle class | Rs.300 (shown in current Sarathi fee guides; confirm on the payment screen) |
| Issue of permanent driving licence | Rs.200 (shown in current Sarathi fee guides; confirm on the payment screen) |
| Smart card fee | Rs.200 where charged separately; some RTOs fold it into the issue fee |
Old Kerala fee pages quote Rs.50 for the driving test and Rs.200 flat for the licence; those figures come from an old notification and are outdated. If a driving school or agent quotes a package of several thousand rupees, that is their service charge for training, vehicle use on test day and paperwork, not the official fee. Ask for an itemised quote before you pay.
If your name, photograph or address changed since the learner licence was issued, fix the learner licence details first; mismatches between the LL and the new application are a common reason for rejection. For the test itself, our learner licence test question bank is still worth a refresher, because examiners in Kerala ask about signs and rules during the practical too.
Kerala tests three skills: an 8-shaped course for two-wheelers, the H track for four-wheelers, and a short road test. The automated test tracks at some RTOs score you with sensors; at manual RTOs an inspector judges. If you fail, you book a fresh slot and the test fee applies to each new attempt, so arrive early, check your vehicle's documents and practice the exact manoeuvres, not just general driving.
Yes, once 30 full days have passed from the issue date. Applying earlier will be rejected by the portal, and at a counter the clerk will send you back.
The application must be made while the learner licence is valid. Keep a margin: book your test well before the last weeks of the learner licence, because if the licence expires mid-process you will need a fresh learner licence.
Yes. You can apply for multiple classes (for example two-wheeler and car) in one permanent licence application; the test fee applies per class. The application form and slot booking let you select the classes.
Once you pass, the licence is approved by the RTO and posted to your registered address. The card arrives by post and a digital copy is available through DigiLocker or the mParivahan app.
No separate surrender step is needed. The learner licence is superseded once the permanent licence is issued.
You can rebook another slot. There is a short cooling period before a retest in most states, so check the slot calendar. Practise the manoeuvres you failed on before the new date.
Fees and rules change without notice. Verify all fees and rules on parivahan.gov.in before applying.
