The direct answer: you do not need a fresh Kerala licence and you do not take the driving test again. A driving licence issued anywhere in India stays valid across the country, and when you move to Kerala permanently you update the record through the Change of Address service on Sarathi Parivahan, selecting Kerala as the state and the Kerala RTO for your new address. The official fee for any application for a change of address or any other particulars recorded in a driving licence is Rs.200, verified on Parivahan's Licensing Related Fees page. Your vehicle classes and your licence validity stay the same. This guide covers only the licence itself; moving a vehicle to Kerala is a separate RC process.
Usually, no, and this is the point most older guides get wrong. The Ministry of Road Transport and Highways advised licensing authorities in 2019 that where a licence record can be verified online in the Sarathi database, an NOC from the original licensing authority is not needed for a renewal or a change of address, and authorities were asked to stop the old manual verification practice and check the particulars online instead. So if Sarathi fetches your licence details when you enter your DL number and date of birth, expect the Kerala application to proceed on that verified record.
There are still cases where an NOC step can appear. Older paper licences and records that were never fully digitised may not be verifiable online, and some application flows still route interstate cases through the Issue of NOC service in the state that issued the licence. If the portal asks for an NOC in your case, apply for Issue of NOC under the old state on Sarathi first, note the NOC number and date, and then file the Kerala change of address application quoting them. No separate fee for the issue of an NOC appears on Parivahan's Licensing Related Fees page, so treat the payment screen for your own application as final and keep its receipt.
The transfer updates the address and the licensing authority on your record. Three things do not change: the classes of vehicle you are licensed to drive, the validity dates of the licence, and your driving history. Two things can change: the address printed on the card, which becomes your Kerala address, and, where the issuing authority changes to a Kerala RTO, the licence number itself can be reissued in the Kerala series. If your number changes, update it wherever the old number is recorded, such as insurance and DigiLocker, once the new record shows on Sarathi. Our guide to downloading your driving licence online in Kerala covers getting the updated digital copy.
| Document | Notes |
|---|---|
| Existing driving licence | Clear scan of the card, front and back; carry the original if an RTO visit is asked for |
| Proof of Kerala address | A document in your name showing the new Kerala address, such as Aadhaar, passport, voter ID, a recent utility bill or a registered rent agreement, matching the address you type into the form |
| Passport-size photograph and signature | Upload if the portal prompts for them for the reprinted card |
| NOC, only if asked | The NOC number and date from the Issue of NOC service in the issuing state, for records the portal cannot verify online |
| Application acknowledgement | Generated after submission; you need the application number to track the case |
The general Kerala address change route, including moves within the state, is covered in our driving licence address change online in Kerala guide and on the address change service page.
| Service | Official fee | Source and note |
|---|---|---|
| Change of address or any other particulars in a driving licence | Rs.200 | Parivahan Licensing Related Fees page, item 13 |
| Issue of NOC | No fee listed | No NOC fee appears on the same Parivahan fees page; if your application shows a charge, the Sarathi payment screen is the final figure |
| Renewal, only if you combine it | Rs.200 | Only relevant if your licence is also due for renewal; late renewal after the grace period costs Rs.300 plus Rs.1,000 per year of delay |
No separate Kerala smart card charge for this service could be verified on the official fees page in this run. If Sarathi adds a card or service charge for your RTO, it will show in the total before you pay, and that total is the one to go by.
Transferring your licence does not move your vehicle. A car or bike brought to Kerala permanently needs its own process on Vahan: an NOC from the registering authority, re-registration in Kerala and Kerala road tax, which is different paperwork with different fees. Do not assume the DL application covers the RC, and do not use this guide's fee table for a vehicle transfer.
No fixed Kerala processing timeline for an interstate licence transfer could be verified on an official page in this run, so this post does not quote one. The honest measure is your own application status on Sarathi: scrutiny, approval and card dispatch each show there, and an application that needs an NOC or an RTO visit will take longer than one verified fully online. Apply well before you need the Kerala address on record for insurance, employment or address proof purposes.
Yes. An Indian driving licence is valid throughout India. The transfer matters when you have moved permanently, because renewals, duplicates and official correspondence all go to the address and authority on record.
No new driving test is part of a change of address. A medical certificate is a renewal requirement in the cases where renewal asks for one; it is not a standard part of an address transfer for a licence that is still valid.
Deal with the renewal as well as the address change. Sarathi may let you file the services together; each keeps its own official fee, and a renewal filed after the grace period carries the additional delay fee shown in the fee table above.
That is the case most likely to need the older route: verification or an NOC from the issuing authority, and possibly a visit to that RTO or the Kerala RTO with the original booklet. Start early, because manual verification is the slow part.
No. You hold one driving licence. The transfer moves that single record to Kerala; it does not create a second licence.
Fees and rules change without notice. Verify all fees and rules on parivahan.gov.in before applying, and treat the Sarathi payment screen and the status shown for your own DL number as the final record.
