To record a change of address in your RC in Kerala, apply in Form 33 through Vahan vehicle services on parivahan.gov.in, or at the RTO that covers your new address. The official fee is half the registration fee for your vehicle class under Rule 81 of the Central Motor Vehicle Rules: Rs.150 for a two-wheeler and Rs.300 for a private car, plus Rs.200 if a smart card RC is issued. Parivahan guidance says to apply within 14 days of the address change. Keep the original RC, proof of the new address, valid insurance and a valid PUC ready before you start.
This is the first decision, because the three cases do not use the same paperwork.
| Your move | What you file |
|---|---|
| You moved, but your new address is still under the same RTO | Form 33 change of address only. Your KL number does not change. |
| You moved to an address under a different RTO inside Kerala | Form 33 at the RTO for the new address. Your registration mark normally stays the same, but the registering authority record is updated. |
| You moved permanently to another state, or you are bringing a vehicle into Kerala from another state | This is not a simple Form 33 case. You need a No Objection Certificate from the old RTO in Form 28, then assignment of a new registration mark in the new state in Form 27, with road tax assessed there. See our guide to NOC for car transfer from Kerala to another state. |
Do not file Form 33 alone for an inter-state move. The vehicle record, tax record and registration mark all have to move.
Parivahan's Fees and User Charges page, read in October 2026, lists change of residence at half the fee in the registration table, under Rule 59. Working that half-fee out class by class gives the table below.
| Vehicle class | Registration fee (for reference) | Change of address fee |
|---|---|---|
| Invalid carriage | Rs.50 | Rs.25 |
| Motorcycle (two-wheeler) | Rs.300 | Rs.150 |
| Three-wheeler, quadricycle or LMV, non-transport | Rs.600 | Rs.300 |
| Three-wheeler, quadricycle or LMV, transport | Rs.1,000 | Rs.500 |
| Medium goods vehicle | Rs.1,000 | Rs.500 |
| Medium passenger motor vehicle | Rs.1,000 | Rs.500 |
| Heavy goods vehicle | Rs.1,500 | Rs.750 |
| Heavy passenger motor vehicle | Rs.1,500 | Rs.750 |
| Imported motorcycle | Rs.2,500 | Rs.1,250 |
| Imported motor vehicle | Rs.5,000 | Rs.2,500 |
| Any other vehicle not listed above | Rs.3,000 | Rs.1,500 |
Add Rs.200 if the RC issued is a smart card type. Parivahan notes that the fees in its table are exclusive of GST. Two cautions: older Kerala pages still quote a flat Rs.20 for this service, which does not match the current Rule 81 half-fee table, so do not rely on it; and if a No Objection Certificate is part of your case and its submission is delayed, Parivahan lists an additional Rs.300 per month of delay for motorcycles and Rs.500 per month for other vehicles. The amount shown on the Vahan fee panel for your own application is the final figure to pay.
Parivahan's change of address page lists the following. Items marked with a star may be asked for in some states, so keep them ready even if the Kerala flow does not ask for every one.
Our change of address service page carries the short version of this checklist. If the vehicle is on a loan, start the financier consent early: the RTO cannot finish the entry cleanly while the hypothecation record points to the old papers, and the financier's own timeline is outside the RTO's control.
Online or RTO visit? The application, payment and receipt are online. You visit the RTO only if the portal gives you an appointment or asks for the original RC and originals for verification. Carry the fee receipt, the original RC, and originals of everything you uploaded.
Two gaps, stated plainly. First, no fixed Kerala processing timeline for a Form 33 change could be verified on an official page, so this post does not quote a number of days: track your own application number, because its stage is the reliable signal. Second, mvd.kerala.gov.in did not respond from here at research time in October 2026 (the direct check returned no connection), so the fee and document lists above rest on the Parivahan pages, which were read in full. If the Vahan fee panel shows a different total for your vehicle, pay the panel total and keep the receipt.
Half the registration fee for your class: Rs.150 for a two-wheeler and Rs.300 for a private car, plus Rs.200 if a smart card RC is issued. The full class table is above.
Form 33, under Rule 59 of the Central Motor Vehicle Rules and Section 49 of the Motor Vehicles Act, 1988. For an inter-state move you also need Form 28 for the NOC and Form 27 for a new registration mark.
Parivahan guidance says within 14 days of the address change. Apply promptly even if you have missed that window, and keep the acknowledgement.
No. A move inside Kerala, even to a different RTO, updates the address and registering authority record. The number changes only when a vehicle is re-registered in another state.
You can file and pay online on Vahan. A visit is needed only if the portal books you an appointment or asks for originals. Whether your RTO completes the case without a visit is shown during your own application flow.
Yes, separately. The RC and the driving licence are different records on different portals: Form 33 and Vahan for the vehicle, Sarathi for the licence.
Fees and rules change without notice. Verify all fees and rules on parivahan.gov.in before applying.
