Vehicle fitness certificate renewal in Kerala

Last updated: October 2026

To renew a vehicle fitness certificate in Kerala, apply through Vahan on parivahan.gov.in, pay the test and certificate fees, and present the vehicle for inspection. The certificate is issued in Form 38. For a transport vehicle, a renewed certificate is valid for 2 years while the vehicle is up to 8 years old, and 1 year at a time after that. The official fees on Parivahan, read in October 2026, are a test fee of Rs.200 to Rs.1,000 by vehicle class and manual or automated testing, plus Rs.200 for grant or renewal, plus Rs.50 for each day of delay after expiry. A private vehicle is handled differently: its fitness is tested when its registration is renewed after 15 years.

Who needs a fitness certificate, and who does not

Section 56 of the Motor Vehicles Act, 1988 treats a transport vehicle as validly registered only while it carries a valid certificate of fitness.

VehicleFitness position
Transport vehicle: goods carriage, taxi, bus, contract carriage, stage carriage, educational institution bus and similar classes shown as transport on the RCNeeds a valid fitness certificate at all times. Renew it before it expires, in Form 38, for the validity periods in the next section.
Private (non-transport) car or two-wheeler, under 15 years oldNo separate periodic fitness certificate of this kind. Keep the RC, insurance and PUC current instead.
Private vehicle reaching 15 yearsFitness is tested as part of renewal of registration, and a passing vehicle is renewed in further blocks. That combined process is covered in our guide to vehicle re-registration after 15 years in Kerala.

If you are unsure, go by the class printed on the RC, not by how you use the vehicle. Our fitness certificate service page gives the short version.

Validity: 2 years up to 8 years old, then 1 year

Transport vehicle ageValidity of a granted or renewed fitness certificate
Up to 8 years old2 years
Older than 8 years1 year

This cycle, under Rule 62 of the Central Motor Vehicles Rules, 1989, is why older commercial vehicles are inspected every year. Plan from the expiry date on your current certificate: fitness, tax and permit are separate records with separate dates. You can see your fitness validity date in the lookup described in our guide to checking vehicle registration details online in Kerala.

Official fees: the Parivahan table

Lead with the official fee. This table is from the Fees and User Charges page on parivahan.gov.in, read in October 2026, under Rule 62(2).

Fee itemOfficial amount
Test of a motorcycle for grant or renewal of fitnessRs.200 manual, Rs.400 automated
Test of a three-wheeler, light motor vehicle or quadricycleRs.400 manual, Rs.600 automated
Test of a medium or heavy motor vehicleRs.600 manual, Rs.1,000 automated
Grant or renewal of the certificate of fitness itselfRs.200
Delay after expiry of the certificateAdditional Rs.50 for each day of delay

Adding test fee and certificate fee gives the official total before any delay fee: Rs.400 or Rs.600 for a motorcycle, Rs.600 or Rs.800 for a three-wheeler or light motor vehicle, and Rs.800 or Rs.1,200 for a medium or heavy vehicle, by manual or automated testing. Parivahan notes its fees are exclusive of GST. One honest conflict: news reports in late 2025 described much higher age-based test fees for older vehicles, but those slabs do not appear on the Parivahan page read for this post, so they are not quoted here as the Kerala charge. The total on your Vahan fee panel, with its receipt, is the amount that applies: if someone files for you, anything above that total is their service charge.

Documents to keep ready

Step by step: renew the fitness certificate

  1. Start before the expiry date. The Rs.50 per day delay fee runs from expiry, so file while the current certificate is still valid where you can.
  2. Open the official portal. Type parivahan.gov.in yourself, open Online Services, then Vehicle Related Services, and select Kerala.
  3. Enter the registration number and proceed with your RTO, validating with the chassis details and OTP if the flow asks for them.
  4. Choose the fitness service and check the details pulled up: class, fuel and current fitness validity. If a detail is wrong, get the record corrected at the RTO first.
  5. Fill Form 38 details and update insurance and PUC details if the portal asks for them.
  6. Review the fee panel and pay online. Save the receipt and the application number.
  7. Book or note the inspection appointment at the RTO testing ground or automated testing station named for your application.
  8. Present the vehicle for inspection on that date, with the RC, insurance, PUC, tax proof, permit and fee receipt, and with obvious defects already repaired.
  9. Complete the test. The checks cover brakes, steering, suspension, lights, horn, tyres, exhaust emissions and the condition of the chassis and body, recorded by the inspecting officer or by an automated station test lane.
  10. If the vehicle passes, the certificate is granted or renewed for the period in the validity table above, and the new date is recorded on Vahan. Keep a copy with the vehicle papers.
  11. If the vehicle fails, repair and return. The defects recorded at inspection have to be fixed before a certificate can be issued. Do not keep running a transport vehicle on an expired certificate while you wait: its registration is not treated as valid without one.

How to check or download the renewed certificate

After approval, check the new date in the Know Your Vehicle Details lookup on Parivahan, so an entry error is caught while your inspection papers are still in hand. Vahan vehicle services also offers a download document route to print the certificate from your registration and application details. If the old date still shows a few days after a passed test, take the inspection result and fee receipt to the testing RTO: only that office can correct its record.

Late renewal and running without a certificate

The verifiable cost of delay is the additional Rs.50 per day after expiry, on top of the normal fees. The bigger risk is operational: a transport vehicle without a valid fitness certificate is not treated as validly registered under Section 56, which can affect a permit, an insurance claim and your position at a roadside check. No single Kerala fine figure for this offence could be verified on an official page for this post, so none is quoted here. If you are already late, file at once rather than waiting for a check to find it.
