Temporary registration in Kerala

Last updated: October 2026

The direct answer: a temporary registration in Kerala is a short-term registration mark issued under Section 43 of the Motor Vehicles Act, 1988, and it is valid for a period not exceeding one month. It exists so a new vehicle can legally move from the dealer to the registering authority and complete its permanent registration. It is not renewable for a finished vehicle: the only extension the Act allows is for a bare chassis that is still in a workshop being fitted with a body, or held up by unforeseen circumstances beyond the owner's control. In Kerala the dealer normally applies on the buyer's behalf, and the charge most Kerala listings show is Rs.100 plus a Rs.50 service charge, separate from road tax and the permanent registration fee.

When a Kerala buyer actually gets a temporary registration

Most new cars and bikes sold in Kerala now leave the showroom with permanent registration completed by the dealer through Vahan, so a temporary mark is the exception rather than the rule. You are most likely to see one in these situations:

A temporary registration is not a substitute for permanent registration, and it does not change where the vehicle must finally be registered. The permanent registration, the lifetime road tax for a private vehicle, and the HSRP plate all still follow. Our guide to the Kerala road tax for a new car shows the tax slabs that apply at that stage, and the HSRP number plate Kerala price guide covers the plate that is fitted with the permanent number.

Validity: one month, and the extension rule most pages get wrong

Section 43(2) of the Motor Vehicles Act says a temporary registration "shall be valid only for a period not exceeding one month, and shall not be renewable". Many national websites describe a general extension process, sometimes twice, with a penalty. That is not what the Act says for a normal, finished vehicle. Read the proviso carefully:

SituationCan the period be extended?
Finished car, bike or other complete vehicleNo. The registration is not renewable; complete permanent registration within the month.
Bare chassis detained in a workshop beyond one month for body fittingYes. The registering authority may extend the period, on payment of the prescribed fee, for the period it allows.
Vehicle held up by unforeseen circumstances beyond the owner's controlCovered by the same proviso; the registering authority decides whether to allow a further period.

So if a dealer tells you the temporary registration on a ready vehicle can simply be extended month after month, treat that with caution. The safe plan is to have the permanent registration finished well inside the month.

Temporary registration fee in Kerala

Kerala fee listings from two national insurance guides agree on the same figures for the temporary registration itself:

VehicleTemporary registration feeService chargeTotal
Two-wheelerRs.100Rs.50Rs.150
Four-wheeler (car)Rs.100Rs.50Rs.150
Transport vehicleRs.100Rs.50Rs.150

One caution: the central Fees and User Charges page on parivahan.gov.in (read in October 2026) does not carry a separate line for temporary registration at all, so there is no central table to cross-check these Kerala figures against. Treat the amount on the Vahan payment screen and the receipt the dealer hands you as final, and keep the receipt. The temporary registration charge is also only one small part of the on-road cost: road tax, the permanent registration fee under Rule 81 (Rs.300 for a motorcycle, Rs.600 for a non-transport car, plus Rs.200 if the RC is a smart card), insurance and plate charges are all separate.

Documents needed

How it is issued, step by step

  1. The dealer prepares the application in Form 20 on the owner's behalf, using the sale certificate (Form 21), the road worthiness certificate (Form 22) and the invoice.
  2. The owner's address proof, PAN and insurance certificate are attached. Insurance must be in place before the vehicle moves on a public road.
  3. The fee and any applicable tax are paid, and the registering authority or the authorised dealer assigns the temporary registration mark and issues the temporary certificate of registration.
  4. The temporary mark is displayed on the vehicle exactly as assigned, and the owner carries the temporary certificate while the vehicle is used during its validity.
  5. Well before the month runs out, the vehicle is presented for permanent registration at the RTO, the permanent KL mark is assigned, the RC is issued and the HSRP plates are fitted.

Once the permanent number exists, you can confirm the record online at any time using the steps in our guide on how to check vehicle registration details online in Kerala.

If the temporary registration expires before permanent registration

The day the month ends, the vehicle is in law an unregistered vehicle. Section 39 of the Motor Vehicles Act bars driving or permitting a vehicle to be driven in a public place unless it is registered, and driving an unregistered vehicle is punishable under Section 192. Do not keep using the vehicle on an expired temporary mark while the paperwork catches up. An expired temporary registration can also complicate an insurance claim arising from that period, because the vehicle was not validly registered at the time. The practical sequence is: stop using the vehicle on public roads, get the dealer and the RTO to complete the permanent registration immediately, and keep every receipt and acknowledgement from the temporary stage with the vehicle file.

FAQ

How long is a temporary registration valid in Kerala?
For a period not exceeding one month from its issue, under Section 43 of the Motor Vehicles Act. Count the days from the date on the temporary certificate, not from the delivery date if the two differ.

Can a temporary registration be renewed in Kerala?
Not for a finished vehicle. The Act says it shall not be renewable. The only exception is a chassis detained in a workshop for body fitting, or a vehicle held up by unforeseen circumstances beyond the owner's control, where the registering authority may allow a further period on payment of the prescribed fee.

Who applies for the temporary registration, me or the dealer?
In practice the dealer applies on the owner's behalf. Your job is to check the temporary certificate, note its expiry date, and chase the permanent registration before that date.

Can I drive to another district or state on a temporary registration?
The temporary mark is meant to let the vehicle move legally for the purpose of completing registration, and it is recognised while it is valid. It is not a month of general-purpose registration in another state: the vehicle still has to be permanently registered at the proper RTO within the month.

Is road tax included in the temporary registration fee?
No. The Rs.150 listed charge is for the temporary registration itself. Kerala road tax is paid at permanent registration, as a lifetime tax for private vehicles, and is calculated on the vehicle price as shown in our road tax guide linked above.

Fees and portal screens change. Before you pay anything, verify the current charges on parivahan.gov.in and keep the payment receipt: where a figure in any guide, including this one, differs from the Vahan payment screen, the payment screen is the figure that applies.
