The official Kerala driving licence renewal fee is Rs.200 under Rule 32 of the Central Motor Vehicles Rules, and a Kerala applicant's actual payment receipt shows Rs.400 in total on time for an LMV or motorcycle-with-gear licence: Rs.200 for the renewal plus Rs.200 for the smart card. You get a 30-day grace period after expiry during which you still pay the standard amount. Apply later than that and the rules add Rs.300 plus Rs.1,000 for every year (or part of a year) of delay, counted from the end of the grace period. Applicants aged 40 and above also need a Form 1A medical certificate signed by a registered doctor.
| Fee item | Official amount |
|---|---|
| Renewal of driving licence (Rule 32, item 8) | Rs.200 |
| Smart card issue (Form 7) | Rs.200 |
| Total paid on time in Kerala (applicant receipt, LMV and motorcycle with gear) | Rs.400 |
The renewal and smart card amounts come from the central fee schedule. Some independent guides quote on-time totals between Rs.400 and Rs.600 because states can add small administrative or postal charges, and those figures conflict with each other across aggregator sites. The fee the Parivahan portal shows you at checkout is the final one; a driving school that files the application for you will quote more, so treat anything above this table as a service charge and ask for an itemised quote.
Section 15 of the Motor Vehicles Act gives you a 30-day grace window after the expiry date, during which renewal is treated as a standard on-time renewal with no penalty. After that window, the late charges kick in.
| When you apply | Additional charge | What happens |
|---|---|---|
| Within 30 days of expiry | None | Standard renewal, total around Rs.400 |
| More than 30 days after expiry | Rs.300, plus Rs.1,000 per year (or part of a year) of delay from the end of the grace period | Renewal still processed, no driving test |
| Expired five years or more | The same late charges, accumulated | You may have to start fresh: a new learner's licence and both the theory and practical driving tests |
A worked example: a licence that expired 2 years and 2 months ago attracts roughly Rs.400 (standard fee) plus Rs.300 (late application charge) plus Rs.3,000 (three part-years at Rs.1,000 each), which comes to about Rs.3,700.
Do not keep driving on an expired licence while you delay. Driving with an invalid licence is an offence under Section 181 of the MV Act and carries a Rs.5,000 fine, separate from any renewal charges. It can also complicate insurance claims.
In Kerala, the Parivahan portal asks applicants aged 40 and above to submit Form 1A, a medical fitness certificate, along with a certificate for visual standards for driving. This is confirmed by a Kerala applicant who renewed online in 2025: at age 40 he was asked for both, and he got them signed at an eye hospital in Palakkad before re-uploading. Some national guides describe the Form 1A rule as applying from age 50, but the Kerala practice verified on the portal is 40.
Get the medical certificate reasonably close to your submission date, and make sure the doctor's seal and signature are clear on the scanned copy. Blurred uploads are a common reason applications get held for re-upload.
| Age at renewal | Validity of the renewed licence | Form 1A needed? |
|---|---|---|
| Under 40 | 20 years from issue, or until age 40, whichever is earlier (first licence) | No |
| 40 to 49 | 10 years | Yes, in Kerala practice |
| 50 and above | 5 years, renewed every 5 years | Yes |
Transport (commercial) endorsements follow a shorter validity cycle, typically three years, and always require the medical certificate. This guide covers the non-transport private licence most car and bike owners carry.
You can apply for renewal up to one year before the expiry date, which is the easiest way to avoid the late charges entirely.
No, a standard renewal has no driving test. The only exception is a licence that has been expired for five years or more, which the RTO may treat as a fresh application with a learner's licence and both tests.
Yes. Renewal applications can be filed up to one year before the expiry date, and there is no downside to doing it early.
Often yes in Kerala: one applicant renewed fully online without a visit in 2025. The portal sometimes asks for a biometric or photo update at the RTO, in which case you book a slot and carry the originals.
You can apply for a duplicate licence alongside the renewal; the duplicate carries its own Rs.200 fee under the same fee schedule. See our duplicate driving licence guide for the combined process.
Check the fee breakup on screen. Late charges, address changes filed in the same application, or state-specific administrative charges can raise the total. What matters is the official receipt, not a figure quoted elsewhere online.
